You should put the Zipped up Roms files in the root of the ROM folder (one zip file for each game or game and child games).
I suspect you have a newer frogger then. One that was modified in the newer releases of Mame.

You can change button assignments by using the Mame UI screen. However this screen was disabled in the last release (it kept accidently popping up when I hit the action button, so I disabled it). Howeever you could reprogram the game in Desktop Mame and then copy the cfg file to your PocketPC. cfg files are cross compatible as are hi scores.
