Yes, the power is already enough to run MAME. Obviously is won't be MAME-CE since MAME for Windows CE is for Windows CE devices. Palm devices run an OS by Symbian. The Nokia 9210 already has a version of MAME compiled for it.

It already should work on XScale afaik without any changes needed - it's an ARM-based chip just like StrongARM.
