I had this same problem on my new Dell Axim. It appears to be a bug. There is a workaround, though. If you select "Show all roms" from the options, then you can still access the games. Just make sure the roms dir is a subdirectory of the main mame program.
MameCE works on a storage card, and doesn't seem to affect performance. I have the exe and the ROMs stored on my SD card, and the game performance for most games is fine, even with sound.
I'll be posting a detailed description of my MameCE experience with the Dell 400mhz Axim when I get a chance.
