I encountered the same problem with my Dell Axim, but fortunately I found that you may assign several functions to the same button. In this way I found the number of buttons on the Axim to be more than sufficient.

To illustrate this, I assigned "insert coin" + "start 1 player game" + "fire1" to a single button.
