It depends on the game. Some of them played Ok(acceptable if not average speed) on the slower devices. However this doesnt sound like his problem.
I am not sure what his problem could be, but be sure to test with something like frogger or pacman as they were some of games that I considered acceptable speed. If that fails, try uninstalling and deleting all traces of the mamece folder. Then reinstall from a freshly downloaded copy just in case your install file got corrupted.
