Well, I would say a PDA that runs PocketPC. Also, one that runs a 624MHZ Xscale CPU. And decent controls. For the best controls use the Asus A620, but that is not a 624 unit. You can overclock the Asus to 520 or so, but that is still not the fastest.
Personally, I use a Dell Axim X50v with an overclocking program. I overclock to 728MHZ. I get decent results as well. Most games run pretty good except for the one that are broken. Sound is still an issue with MameCE...it either works or it don't or it is scratchy sounding.
I use MegaMAMECE 9.5, which is the latest. I get full speed (60FPS) on alot of games; Frogger, Donkey kong/DK JR, Jungle King, Zaxxon, Asteroids, and about 50 other games. My fave is Congo Bongo and Q*bert.
You can pick up an Axim X50 pretty cheap nowadays too.
