The other reply to this post tells HOW to do this in MAMEce.
with MAMEce you can map multiple buttons or button combos to a control, and multiple controls to the same button or combo....thus;
I've mapped battlezone controls to the Dpad as follows:

P1 Right/Down ... RIGHT DOWN or DOWN or RIGHT
P1 Right/Up   ... RIGHT UP or UP or LEFT
P1 Left/Down  ... LEFT DOWN or DOWN or LEFT
P1 Left/Up    ... LEFT UP or UP or RIGHT

this results in the following Dpad mapping:

           (RU)(LU/RU)(LU)
              \   |   /
       (LD/RU)-   F   -(LU/RD)
              /   |   \
           (LD)(LD/RD)(RD)
 
                or...  

          (o ^) (^ ^) (^ o)
              \   |   /        ^=UP
         (v ^)-   F   -(^ v)   v=DOWN
              /   |   \        o=NEUTRAL
          (v o) (v v) (o v)    F=FIRE 
     
                or...

(Forward Left)(Forward)(Forward Right)
             \    |    /
       (Left)-    F    -(Right)
             /    |    \
(Reverse Left)(Reverse)(Reverse Right)


and remember to map whatever button you use for fire!
