Does the "3" mean only CE 3.00 or will it run under CE 2.11 ?

What device do you have? If it is a Casio E-10X,
try MAMECE-10X at www.geocities.com/dgfinck.

Kinda. The 3 does stand for CE 3.00. My older version supports the ce2.0 device(Casio only) and I may resupport it in the future. For now if you have an older device you can try Darren's Mamece Build. It is optimized for the Casio E10x :)

It's a MIPS machine running 2.11 (2.12) see http://www.geocities.com/epodsfiles

I haven't seen a MIPS version for 2.11 anywhere. (At least I don't think I have)

Oh, that thing. Another guy posted about it a few days ago and it was discussed at length. Look down thru the messageboard to find it.

Bottom line: you're gonna have to tweak the source and compile it yourself for it to work.
