i cant seem to get it from the site? i get some garbled text and a dl pop up box html weird, if some one knows where this file can be found plz do tell.

I've upped it to my Geocities account. It won't let me direct link to the file, but if you go to http://www.geocities.com/martinmarv/stuff/, you should be able to get it.
(It's Visual PinMAME Version 0.99 Beta 2 Rev. A - Binary, which is what you wanted I think)
