Terry Pratchett, the discworld series. www.lspace.org for more info. He makes a lot of jokes with dog latin. In fact he makes a *LOT* of *GOOD* jokes. That one is from the final part of "Small Gods". He translates it as something like (by memory) "if you have their full attention in you hand, their minds and hearts will follow". The exact translation would be more something like "if you have their balls in your hands, you've got their mind and heart, too".
