Something that won't quit after 40 or so seconds, telling me to register. Something that will work with a Windows mic.

Start > All Programs > Accessories > Entertainment > Sound Recorder. Or is that too obvious.

Anyway, if you want some editing too I use Goldwave. Yeah its shareware, and has a nag screen at the start, but it works for recording as long as you want and has a shitload of editing functions.

It rules

It's as easy as can get. Load the program, click the record button. You don't have to specify any settings, it defaults to 16-bit 44.1KHz stereo (although you can specify defaults or other settings if you want), only a 2.6MB download.

If you grab the LAME plugin (a link is on that page, also free) you can save to MP3 directly.
