A little of both, a stock Windows setup usually has a few unused services eating CPU cycles. There is a recent discussion or two of this on the Seti@Home number crunching board.

IME Linux tends to handle multitasking with SETI running a little more gracefully too.

My Q6600 is overclocked 8 x 400 with 1.3v on the CPU, an inexpensive Arctic Cooler 7 Pro with a well ventilated case.
Temps are in the mid to high 50's C on the core sensors with 22 C room temperature.
I did have it running stable, no errors, at 9 x 400 with 1.38v, but the core temperatures were getting into the mid 60's after a few hours SETI use and since this is a B3 core chip and my main computer that is getting a little high for my liking.

Judging from the stepping numbers on yours it is probably a G0 core with a higher temperature allowance and lower heat output. So it should overclock even better if you feel so inclined.

Yes new heights in the standings are just around the corner.
The best for me in the past was 2,040 and for the team 446 in the overall SETI standings. Now at 2232 and 477 respectively and rising fast.

Right now the team with only four currently active members is passing various well known teams and small countries, gotta like it. :-)

PS I see you have now passed Wildcat in total credit, judging from past experiences, at some point he
is going to sneeze and accidentally knock the throttles open and drag us all into a high earth orbit. :-)
