With a little modification to a SEGA Saturn console, is it possible to play ST-V cartridges on it?

Is the PIN assignment of a saturn cartridge slot compatible with which of a ST-V board? Are their BIOS' compatible?

No. The hardware is different enough that you'd have to rewrite the program (the inputs, 68k enable/disable, backup RAM, and a few other things are different between the two).
