No, it requires a Sega analog steering wheel controller/mech, as otherwise at the very least it wont be set up right, and more than likely just wouldnt work full stop.

Why do you think the boards on their own are relativly cheap? People generally by them as spares or replacements for ones that have blown up in a machine, sorry :/
